In 2018, JSC Ceļuprojekts had the opportunity to be involved in one of the most ambitious road construction projects, which for the first time applied the Public Private Partnership (PPP) model. In accordance with the procurement requirements, the technical documentation for the Preliminary Tender and the Best and Final Offer (BAFO) were prepared - technical solutions for the project were at a stage that allowed the Private Partner to prepare a sound and competitive financial offer. At a later stage, after the team was awarded the contract, intensive work continued on the preparation and approval of the Construction Design Documents. JSC "Ceļuprojekts" carried out the role of the Responsible Designer in the Private Partner's team. Given the scale of the project, and the fact that there was a large amount of work to be carried out periodically within a relatively short period of time, the design team also included a number of partners from other design organisations, which enabled the required amount of design to be carried out within this relatively short period of time.
The construction of the project started at the end of 2021. During the construction works, JSC "Ceļuprojekts" together with the design team is carrying out the supervision works.
General overview of the construction project
The length of the project section is 17.65 km, design speed 90-120 km/h. According to the Client’s task, four lanes are foreseen from the start of the route to the A5, and two lanes in the remaining part of the route. In total, the route includes nine different roundabouts, as well as seven two-level interchanges, including five overpasses and two tunnels. There is a pedestrian tunnel at the Ostvalds Canal, as well as a pedestrian overpass at the start of the route near Naudītes Street. Four major culverts have been designed, taking into account that several watercourses cross the route.
List of civil engineering works:
- Tunnel under the A7 (V3 to Balozi) with a total length of 28.10 m.
- Overpass over the Ķekava bypass, connecting to/from Ķekava, with a total length of 63.63 m along the axis of the overpass.
- Pedestrian and cycle overpass at the crossing of the Ķekava bypass and A7 with a steel span length of 33.30 m and pylon height of 17.13 m. A monolithic reinforced concrete ramp with five spans of approximately 10 m length is planned for the approach to the overpass on the Ķekava side.
- The overpass over the Ķekava bypass at Krogsils is intended to interconnect local roads. The overpass is 35.5 m long.
- Pedestrian or ski tunnel at kilometre 14 of the route near the Ostvalds Canal. Total tunnel length 35.05 m.
- Ostvalds Canal culvert. Structure - prefabricated concrete culvert with a total length of 52.59 m.
- Overpass over the Ķekava bypass road at kilometre 16 - "Skujenieku Road" (C12) crossing. Structure - reinforced concrete two-span overpass, total deck length 37.8 m.
- Tunnel at kilometre 17. Crossing of the Ķekava bypass with Ziemeļu Street (C13). Total tunnel length 36.3 m.
- Daugava - Misa canal culvert with a length of 50.58 m.
- Overpass over the existing A5 road with a total deck length of 59.78 m.
- Culverts of the Butleru brook and the Ķekava river. Structure - prefabricated concrete culvert. Total length 30.04 m and 25.54 m respectively.
- Crossing of the Ķekava bypass with the existing A7 motorway at the end of the alignment with a total length of 79.6 m.
Geotechnical investigations for the project were carried out by the Geology Department of JSC "Ceļuprojekts". The survey works were carried out from December 2020 to August 2021. Geotechnical drilling works were carried out at 511 points between 2 and 22 m depth for the road section, tunnels, overpasses and the High voltage electricity line, with a total metreage of 2 724 m. Static and dynamic penetration testings were carried out at 132 points at a depth of 2 to 10 m, for a total metreage of 618 m. Drilling was carried out using a large drilling rig URB-2A2 and a compact drilling rig Geomash MBU224; in difficult access areas, Beretta T41, L&K Bohrtechnik KB-20 and KB-10 compact drilling rigs on tracked chassis were used. Static probing was carried out using a Geotech 220-4 multi-purpose probing rig (with a 20 tons pressure capacity). The geotechnical laboratory of JSC Ceļuprojekts tested a total of 785 samples for mechanical parameters, i. e. deformation modulus (oedometer test), shear resistance, bond and internal friction angle (direct shear test), uniaxial compressive strength, as well as for physical parameters, i.e. granulometric composition, water content, Atterberg limits and organic content and groundwater chemistry.
